Best Time Quantum (C)

The goal of this project was to calculate the best possible time quantum for executing the contents of a tracefile, ie the maximum time a process is allowed to 'control' the CPU, taking in to account the time to transfer 'ownership' of the CPU and the differing speeds of different storage and IO.
